This page is designed for organizations and the general public to review the Zoning Ordinance Rewrite (ZOR) and Zoning Ordinance Amendments (ZOAMs) that impact all districts throughout Loudoun County. In an effort to improve transparency, this page provides information and key documents containing input from residents and organizations county-wide. Project management and information gathering is directed by Walsh-Copeland Consulting LLC, with shared input hosted by LCPCC for facilitated public access in a public-friendly format. Zoning Ordinance Rewrite Grandfathering Resolution: The Board of Supervisors may establish grandfathering provisions in a resolution during the December 13 public hearing. See additional rules here.

Interim Technical Standards Resolution: The Board may approve a resolution during the December 13 public hearing that directs the Department of Building and Development to issue interim Loudoun County Facilities Standards Manual technical standards and Loudoun County Land Subdivision and Development Ordinance regulations as necessary to implement the new Zoning Ordinance through Technical and Procedural Newsletters. The county will need to issue interim technical standards between adoption of the Zoning Ordinance and adoption of future Development Ordinance Amendments to avoid potential delays in processing land development applications.

Zoning Ordinance Rewrite — January 24, 2023 Public Hearing Preparation

PLANNING COMMISSION REVIEW ACTIVITIES. The Planning Commission began reviewing the August 8 Staff Draft Text through a series of work sessions beginning October 11, 2022. The ZOR draft text 90-day Public Input began on April 18, 2022 and will end on Monday July 18, 2022. Public Input is being requested an organization and individual resident basis. To assist those who were unable to attend, you view the “prep-talk” handout HERE.

Thanks to many individuals and organization who have been reviewing and preparing their ZOR comments, this ZOR Review Resources page has been updated to include the SHARED COMMENTS to assist those who have struggled with time or the task of making comments.

Think of the SHARED COMMENTS as “cliff notes” from your organizations and area neighbors to help make your own comments. SHARED COMMENTS include those submitted in 2020-2022 have “Not Been Addressed” in the current draft text. These are recommended comments for Round 3 Public Input to give them one last try. The SHARED COMMENTS files also show what prior comments were “Addressed” in the current draft (thank you, County Staff!).
